Google Enhanced Conversions, Offline Conversion Import and Consent Mode: A Technical Setup Guide
Smart Bidding, Performance Max and AI Max all optimise toward whatever you tell them is a conversion. If that is a form fill, they will find you form fills. This is how to tell them about revenue.

Why this matters more every year
Google's bidding systems now decide most of what an account does: which queries to match, which channels to fund, what text to show. They learn from conversion data. When that data is incomplete, because of cookie loss and consent refusals, or low quality, because it counts every form fill equally, the systems optimise toward the wrong thing. Fixing measurement is the highest-leverage work in most Google Ads accounts we audit. See how to audit your own ad account.
Enhanced conversions for web
When a conversion happens, enhanced conversions sends hashed customer data from the page, such as email, phone, name and address, along with the conversion tag. Google matches it to signed-in Google accounts to recover conversions that cookies miss. Set it up through the Google tag, Google Tag Manager, or the Google Ads API. Normalise before hashing: lowercase and trim emails, use E.164 phone format with country code. Then check the diagnostics in the conversion action; Google reports coverage and errors.
Enhanced conversions for leads and offline import
For lead generation, the sale happens later, on the phone or in a meeting. Enhanced conversions for leads captures hashed email or phone when the form is submitted, then lets you upload later outcomes from your CRM, such as qualified, proposal or won, matched on the same hashed data. The older method, GCLID import, matches on the click ID stored with the lead; it still works but loses more matches when the click ID is missing.
You can upload through Google Ads Data Manager, a scheduled file, a CRM integration such as HubSpot or Salesforce, or the API. Upload with conversion values where you can: a won deal worth INR 5 lakh should count for more than one worth INR 50,000. Then move bidding to value-based strategies once you have steady volume. This is how we handle it in our CRM builds and signal infrastructure work.
Consent mode v2
Consent mode passes the user's consent choices to Google tags through ad_storage, analytics_storage, ad_user_data and ad_personalization signals. Google requires it for advertisers who want to use personalised advertising and remarketing for users in the EEA and UK. In advanced mode, tags load before consent and send cookieless pings when consent is denied, which lets Google model some conversions; in basic mode, tags do not load until consent. Use a certified consent management platform and test both accept and reject paths. See UK cookie consent for advertisers. This is not legal advice.
For India, the USA, the UAE and Canada, consent mode is not mandatory in the same way, but privacy laws such as India's DPDP Act and several US state laws still apply.
A clean conversion setup
One primary conversion per goal. Mark the action you actually want, such as qualified lead or purchase, as primary. Set micro-actions like page views or button clicks as secondary so they are reported but not bid on.
Values that reflect money. Use real order values, or estimated values by lead stage.
Adjustments. Upload retractions and restatements for refunds and cancelled orders.
Weekly reconciliation. Compare Google-reported conversions with your CRM or store. Big gaps mean broken tags or duplicate firing.
Market notes
In the UK, consent rates often sit well below 100 per cent, so advanced consent mode and enhanced conversions matter most there. In the USA and Canada, high CPCs make every recovered conversion valuable to bidding. In India and the UAE, WhatsApp and phone leads are common, so recording them in a CRM and importing outcomes is the real fix. See WhatsApp follow-up.

Frequently asked questions
What are Google enhanced conversions?
A feature that sends hashed first-party customer data with conversions so Google can match conversions that cookies miss.
What is the difference between enhanced conversions for web and for leads?
For web improves online conversion matching; for leads lets you upload later CRM outcomes matched on hashed email or phone.
Is GCLID import still supported?
Yes, but enhanced conversions for leads usually matches more outcomes.
Is consent mode v2 mandatory?
Google requires it for personalised ads and remarketing to users in the EEA and UK.
What is advanced versus basic consent mode?
Advanced loads tags and sends cookieless pings when consent is denied; basic blocks tags until consent.
Should I bid on form fills or qualified leads?
Qualified leads or revenue, once you have enough volume, so bidding learns what makes money.
How often should I upload offline conversions?
Daily if possible; at least several times a week.
Can I import WhatsApp or phone leads?
Yes, if they are recorded in a CRM with email or phone that can be matched.
What should be a primary conversion?
Only the action you actually want to optimise toward. Micro-actions should be secondary.
